Kenya has entered Japan’s capital markets with a yen-backed financing package that marks the largest Japan-supported funding arrangement secured under President William Ruto. The money will be spread across vehicle manufacturing, efforts to cut electricity losses, and support for the government’s reform agenda. The agreement reflects Nairobi’s drive to broaden its sources of external financing beyond the dollar and deepen economic ties with Tokyo. Treasury officials are already preparing a separate Samurai bond issue, signalling that the Japanese market could become a more regular source of funding. In an era of expensive borrowing, Kenya is casting its net wider.

Linking Kenya's Borrowing Costs to Forest Cover, Rural Electricity Targets

Kenya has unveiled plans for its first sovereign sustainability-linked bond, a US$500 million note backed by the World Bank that ties the price of the country's debt to two specific outcomes: how much forest it loses and how many rural households get electricity by 2030. Unlike a green bond, the structure doesn't restrict how the money is spent. It instead works like a performance contract, the interest rate moves up if Kenya misses its targets, stays flat if it merely meets them, and falls if it beats them. The design borrows from Uruguay and Thailand, and marks Kenya's entry into a market where governments are starting to put a real price on whether their promises actually get kept.

DRC Wants To Build a Stock Market

The Democratic Republic of Congo has signed a partnership with the IFC to build the Kinshasa Stock Exchange, a step toward the country's first securities exchange in an economy that currently runs almost entirely on banks and dollars. The agreement covers regulatory frameworks, market infrastructure, and investor base expansion, and follows legislation that cleared the National Assembly this month, though that only lays the legal groundwork rather than launching anything. Senators raised the obvious concern during debate: a country where the informal sector carries enormous weight will need companies to meet governance standards most have never faced before. If it succeeds, the DRC joins roughly 30 other African exchanges and gains a tool authorities hope will give ordinary Congolese a direct stake in the mining and telecom sectors that already define the economy.
